An underlying virtual server was found to be improperly joining and re-joining the network. This caused re-balance calls across several other services which impacted performance. Normally, a rebalance scenario only lasts for a few seconds and results in no noticiable latency in the system. Restarting the underlying virtual server corrected the issue.
